Mark Dataset Ready
POST/v1/datasets/:dataset_id/mark-ready
Return a FAILED dataset to READY WITHOUT re-ingesting — for the case where the failure left the Iceberg table intact (e.g. a compaction that crashed before touching it). Admin or Creator role, plus edit permission.
The table must pass an integrity check first: metadata loads, a current
snapshot exists, and its data files can be read. On success the dataset is
READY, errorMessage is cleared, lineCount/sizeInBytes are
re-synced from the snapshot, and the action is audit-logged
(dataset.mark_ready) with the caller. If the check fails the dataset
stays FAILED → 409 dataset_mark_ready_integrity_failed with the reason.
Not FAILED → 409 dataset_mark_ready_requires_failed.
