Update System Provider Setting

/v1/ai-providers/system/:provider_id/settings

Enable or disable a system AI provider. ADMIN-only.

Admin rather than creator-or-admin (which is what closed the Viewer hole on 2026-09-06) because this is ACCOUNT-WIDE configuration, not the caller's own credential: one member flipping it repoints or blacks out the model every other member's chats run on. The rest of this router is deliberately creator-or-admin — those routes manage per-user credentials. Same account-configuration category as PUT /v1/account and the org skills.
