Update account. ADMIN-only, enforced by the shared dependency.

The role check used to be an inline if in this body — the same inline if its two logo siblings had, except PUT /v1/account/logo did not have one at all and a Viewer replaced the account's branding on prod. The check moved to a dependency so the three routes cannot drift apart again, and so check_route_authorization.py can SEE the decision.
