Update account. ADMIN-only, enforced by the shared dependency.

The role check used to be an inline `if` in this body — the same inline `if` its two logo siblings had, except `PUT /v1/account/logo` did not have one at all and a Viewer replaced the account's branding on prod. The check moved to a dependency so the three routes cannot drift apart again, and so `check_route_authorization.py` can SEE the decision.
